INVITATION FOR BIDS DHUD FORMAT 4283-A Separate sealed bids for City of Senatobia Sidewalk Reconstruction, CDBG Project No. 1128-11-333-PF-01, will be received by the Mayor and Board of Aldermen of the City of Senatobia in the Senatobia City Hall, 133 N. Front St., PO Box 1020, in Senatobia, Mississippi on August 20, 2014, until 11:00 AM Local Time, at which time and place all Bids will be publicly opened and read aloud. In order to comply with HUD Section 3 requirements set forth in 24 CFR 135 of the federal regulations, Section 3 Business Concerns are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities to Section 3 Business Concerns. Each bid must be submitted in a sealed envelope addressed to the City of Senatobia. Each sealed envelope containing a bid must be plainly marked on the outside as “Bid for City of Senatobia Sidewalk Reconstruction, CDBG Project No. 1128-11-333-PF-01.” Any bid for a sum in excess of $50,000.00 shall contain on the outside or exterior of the envelope of such bid the contractor's current certificate of responsibility number, and no bid shall be opened or considered unless such contractor's current certificate number appears on the outside or exterior of the envelope or unless there appears a statement on the outside or exterior of such envelope to the effect that the bid enclosed does not exceed $50,000.00. The work is as follows: Approximately 3,500 Linear Feet of Sidewalk Removal and Reconstruction. Contract Documents, including Drawings and Specifications, are on file at the Senatobia Public Works Office, 405 Strayhorn St., Senatobia, MS 38668 and at the office of Elliott & Britt Engineering, 823 North Lamar Boulevard, Oxford, Mississippi 38655. Copies of the Contract Documents may be obtained by depositing $105.00 with Elliott & Britt Engineering, P.O. Box 308, Oxford, Mississippi 38655, telephone (662) 234-1763 for each set of documents so obtained. This deposit is nonrefundable. A certified check or bank draft, payable to the order of the City of Senatobia, negotiable U.S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an accepted Surety, in an amount equal to five percent (5%) of the total of the Bid shall be submitted with each bid. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or natural origin. All bidders will abide by the Federal Housing and Urban Development's Section 3 Regulations (24 CFR 135). This project is financed by a Community Development Block Grant and is subject to the rules and regulations thereof. The City of Senatobia reserves the right to reject any or all Bids or to waive any informalities in the bidding. NOTICE OF PROPOSED AD VALOREM TAX EFFORT Tate County School District The Tate County School District will hold a public hearing on its proposed school district budget for fiscal year 2014-2015 on July 24, 2014 at 4:00 p.m. at Tate County School District Central Office, Leroy Crockett Building, 107 Court Street, Senatobia, Mississippi. At this meeting, a proposed ad valorem tax effort will be considered. The Tate County School District is now operating with projected total budget revenue of $25,229,728. Of that amount, 24 percent or $6,032,012 of such revenue is obtained through ad valorem taxes. For next fiscal year, the proposed budget has total projected revenue of $25,803,153. Of that amount, 24 percent or $6,055,380 is proposed to be financed through a total ad valorem tax levy. For the next fiscal year, the proposed increase in ad valorem tax effort by Tate County School District may result in an increase in the ad valorem tax millage rate. Ad valorem taxes are paid on homes, automobile tags, business fixtures and equipment, and rental real property. Any citizen of Tate County School District is invited to attend this public hearing on the proposed ad valorem tax effort, and will be allowed to speak for a reasonable amount of time and offer tangible evidence before any vote is taken. PUBLIC NOTICE TO THE PUBLIC AND TO THE TAXPAYERS OF TATE COUNTY, MISSISSIPPI You are hereby notified that the real and personal property assessment rolls of the above named county for the year 2014 have been equalized according to law, and that said rolls are ready for inspection and examination and that any objections to said rolls or any assessment therein contained, shall be made in writing and filed with the Clerk of the Board of Supervisors of said County on or before the 4th day of August, 2014, at his office in the Courthouse of said County, and that all assessments to which no objection is then and there made will be finally approved by said Board of Supervisors, and that all assessments to which objection is made, and which may be corrected and properly determined by this Board, will be made final by this Board of Supervisors, and that said rolls and the assessments contained therein will be approved by this Board of Supervisors; and that: 1.
